In detail
Neither. NORBr is white-label payment infrastructure. It connects and routes the payment providers you activate, and it provides the platform your merchants work in, under your brand.
What NORBr is not
- It is not an acquirer: it does not hold an acquiring licence and does not settle funds to merchants.
- It does not hold funds: money moves between the acquirers, providers and merchants involved.
- It is not a merchant of record and does not sell to your merchants.
What NORBr is under PCI DSS
Under PCI DSS, NORBr is a third-party service provider. It is listed by Visa as a Merchant Servicer on the Visa Global Registry of Service Providers, which anyone can verify by searching for NORBr B.V. Its evidence is scoped to infrastructure, which is why the Trust Center holds the PCI DSS Attestation of Compliance and ASV scan reports rather than financial documents.
Why the distinction matters for you
Your acquirers and payment providers carry the funds under their own licenses. NORBr carries the infrastructure: connections, routing, tokenization, the console, hosted pages, reporting and the security perimeter around card data. You keep the merchant relationship and the commercial terms. Knowing who does what helps your compliance team describe the setup accurately to partners, schemes and auditors.
