Is BNPL regulated in the UK?
Yes. The Financial Conduct Authority has regulated deferred payment credit since 15 July 2026, with rules on affordability, disclosure and support for borrowers in difficulty. Operators serving UK merchants therefore need to check that each BNPL provider they connect is authorized under that regime, as they check national transposition of the directive in EU countries.

Regulated since July 2026
The Financial Conduct Authority brought deferred payment credit, the usual legal name for interest-free BNPL, under its regime on 15 July 2026. Providers need FCA authorization, must assess affordability before lending, give clear information before the contract, and support borrowers in financial difficulty. Shoppers gain access to the Financial Ombudsman for complaints.
What changes for operators
- Every BNPL provider offered to UK merchants must hold the relevant permission.
- Checkout wording about the credit option must follow the provider's regulated disclosures.
- Declines may rise as affordability checks apply, so the fallback to other methods matters more.
UK and EU side by side
The UK regime and the revised EU Consumer Credit Directive pursue the same goals with different mechanics and dates. An operator serving both markets keeps two registers: FCA authorization for the UK, national transposition status per EU country. The practical outcome is the same: BNPL stays a strong conversion lever in fashion, electronics and travel, but only through providers whose status the operator has verified and can switch off per market.
