Does NORBr verify AI agents or issue agentic tokens?
No. Schemes, issuers and Know Your Agent providers register and verify agents, issue agentic tokens and set the liability rules. NORBr keeps what they produce, such as token data, authentication outcomes and chargebacks from every connected provider, attached to one record per payment, so operators can route, retry and defend each transaction with its full context.

Who does what in agentic commerce
The card schemes define agent programs, issuers approve payments and issue tokens, and "Know Your Agent" providers register and verify agents. Liability rules come from the schemes. NORBr does none of that. It is the infrastructure where the operator's transactions live, whatever provider processed them.
What NORBr keeps
- Token data and agent identifiers returned by the providers, on the transaction.
- Authentication outcomes and exemptions used.
- Chargebacks and pre-chargeback alerts from every connected provider, matched to the payment.
- Routing and retry decisions, with their results.
Why one record matters
An agent purchase may be authorized by one acquirer, tokenized by a scheme, disputed through another channel and refunded by the merchant. If each event sits in a different portal, nobody can defend the transaction or learn from it. With everything attached to one record, operators route agent traffic where it is accepted best, retry with the right authentication when an issuer asks, and answer a dispute with the full context. The verification of agents stays with the parties built for it.
