Do RDR refunds count as chargebacks?
No. Visa states that RDR-resolved cases never become chargebacks, and disputes resolved through pre-dispute solutions are excluded from the VAMP ratio. A separate fraud report filed by the issuer can still count, so check the treatment with your acquirer.

What Visa says
Visa states that RDR-resolved cases never become chargebacks. Its VAMP fact sheet adds that disputes resolved through pre-dispute solutions are excluded from the ratio, depending on the timing of the data extract.
The fraud report caveat
The VAMP ratio adds two records: disputes (TC15) and fraud reports (TC40). When a cardholder reports fraud, the issuer can file a fraud report on top of the dispute. Refunding the claim removes the dispute, but the fraud report is a separate record. Treatment can vary, so check it with your acquirer.
What merchants should do
- Use RDR for claims they would refund anyway.
- Keep fraud prevention running: 3-D Secure, velocity limits, Compelling Evidence 3.0.
- Check that RDR refunds show clearly on the original payment.
What it means for payment operators
RDR refunds are issued by the network, not by the merchant. A platform has to record them on the right transaction and sub-merchant balance so payouts, reporting and ratios stay correct.
