Do operators connect national QR schemes directly?

Short answer

Usually not. Each scheme is typically reached through a local acquirer or a regional provider that is already a participant. On NORBr, these methods come from providers in the global payment network, are activated per merchant and market, and appear in the merchant's checkout under the operator's brand, settled alongside cards in the same reports.

Through participants, not directly

National QR schemes are run by central banks or bank consortia, and their direct participants are licensed local institutions. A foreign operator, or even a domestic PSP, usually reaches the scheme through a local acquirer or a regional provider that is already a participant. That provider handles the scheme's technical and compliance requirements.

How it works on NORBr

  • QR methods come from providers in the global payment network.
  • They are activated per merchant and per market.
  • They appear in the merchant's checkout or at the point of sale under the operator's brand.
  • Settlement is reconciled alongside cards, in the same reports.

What the operator decides

Which markets to enter, which provider gives the best coverage and settlement terms there, and which merchants to enable. A provider that participates in several schemes across a region, with cross-border linkages, saves the operator one integration per country. Reporting then shows QR volume next to cards and wallets per market, which tells the operator where the method matters and where it is marginal. The scheme's rules on refunds, disputes and timing come through the provider, and should be documented per method.
