Can you use Apple Pay, Google Pay or PayPal in Turkey?

Short answer

No. Turkey is not on Apple's list of Apple Pay countries or Google's Google Pay list, and PayPal left in 2016 after it was refused a license. Merchants rely on cards, FAST transfers and local wallets such as iyzico and Papara instead.

In detail

No. Turkey does not appear on Apple's list of Apple Pay countries or on Google's list of Google Pay countries, and PayPal stopped operating in Turkey in June 2016 after the regulator refused its license.

What Turkish shoppers use instead

  • Cards, above all credit cards with installments (taksit), which covered two thirds of e-commerce payments in 2025.
  • FAST instant transfers and classic bank transfers.
  • Local wallets from e-money institutions and banks, such as iyzico, which reports 9 million digital wallet users.
  • Cash on delivery, third among e-commerce payment methods.

A closely watched wallet sector

The central bank counted 24 payment institutions and 62 e-money institutions at the end of 2025, and it revoked seven licenses in 2025. Papara was placed under the trusteeship of the deposit insurance fund in May 2025 and sold through a tender in 2026.

What it means for payment operators

For operators serving merchants that sell to Turkey, a checkout built around global wallets does not work. Local card acquiring with taksit, FAST and a licensed local wallet cover Turkish shoppers. Checking each local provider's license status before connecting it is part of the due diligence in this market.
