Can a terminal certified in one country be used in another?

Short answer

Not automatically. The approval sits on the combination of acquirer, payment application and country, not on the hardware. The same Android device can be fully certified with one acquirer in France and fail to activate with another acquirer in the UK. Each new combination, and each flow such as refunds or pre-authorizations, has to be certified.

In detail

Not automatically. The approval sits on the combination of acquirer, payment application and country, not on the hardware. The same Android device can be fully certified with one acquirer in France and fail to activate with another acquirer in the UK. Each new combination, and each flow such as refunds or pre-authorizations, has to be certified.

What is actually certified

A terminal certification covers a combination: the device, the payment application running on it, the acquirer it connects to and the country's scheme rules. Change one element and the approval no longer applies. The same Android terminal fully certified with one acquirer in France may not activate with a different acquirer in the UK until that pairing has been through its own certification.

What has to be certified again

  • Each acquirer and country pair for the same device model.
  • Each transaction flow: sale, refund, pre-authorization, cancellation, tip, end-of-day.
  • Each major update of the payment application.

What operators can do

Keep the catalog short and fully certified for every flow in every target market, rather than long and partially certified. Record for each merchant the device, application version, acquirer and country in use, so a failed activation is diagnosed in minutes. Plan market entry around certification lead times, which run in months, not weeks. Terminal providers and acquirers that already hold the certification for a pairing save most of that time, which is a reason to choose them over the cheapest device.
